I don't know if this is true, but Kevin Walsh does bring up some very good points!!!!
Letter: Phoenix freeway shootings were a hoax Kevin Walsh 11:14 p.m. MST April 24, 2016 This is one of those rare instances in which not only do I agree with Ed Montini, but I think he didn't go far enough ("Does Doug 'We got him!' Ducey owe freeway shooting suspect $2.5 million?"). Not only is Leslie Merritt Jr. an innocent man, but there never was any freeway serial shooter. The whole thing is a hoax, and for that there are also some people in the media who owe Merritt, and the public in general, apologies. What happened was that there was a statistically anomalous cluster of road-range shootings in late August and early September 2015. They were unrelated and were not all done by the same person. The media and DPS hyped this as being the work of one serial shooter without any evidence of this. Then drivers became hypervigilant, and everybody who had his windshield chipped by a passing gravel truck suddenly became a victim of the "freeway shooter." It was mass hysteria driven by irresponsible news reporting and an irresponsible and self-serving state police force. Merritt was then deliberately framed using junk science because DPS figured anybody poor enough to put his pistol in a pawn shop probably couldn't get a decent lawyer and could probably be coerced into giving a false confession.
