Alex pointed me to the initiative in Missouri to legalize marijuana. Here is a copy of that initiative to legalize marijuana in Missouri. It does look a lot like that initiative by Jack Herer who wrote the book The Emperor Wears No Clothes: Hemp and the Marijuana ConspiracyHere is a link to the initiative http://www.sos.mo.gov/cmsimages/Elections/Petitions/2016-013.pdfAlex also mentioned a Tennessee initiative to do the same.
