The blurb "the government shall not tax or regulate marijuana" comes from the RAD initiative I wrote.

And of course the blurb that Tom Dean wrote that they can pass reasonable laws completely nullifies that blurb.

Here in Tempe their reasonable BS means medical m marijuana dispensaries can only be in areas that are zoned for industrial use.

And they have also set reasonable hours that says all medical marijuana dispensaries can only operate from 9 am to 7pm.

And if Tom blurbs is kept in we will get lots of UNREASONABLE laws like that. So it needs to be yanked out.

C. Local governments shall not enact any zoning requirement, licensing fee, or tax that is discriminatory, or prohibitive and may only pass reasonable ordinances pertaining to the location and operation of a cannabis related business that are no more onerous or restrictive than existing zoning ordinances pertaining to the type of commercial activity that the business is engaged in, including, but not limited to retail, wholesale, agriculture, manufacturing, processing, distributing and storage.
