Now it make sense after seeing this article about Tempe using zoning to keep medical marijuana dispensaries out of Tempe. I bet Tom Dean wrote the zoning BS in the Safer Arizona to allow Demitri Downing and his buddies to give boatloads of money to city council members to get them to pass laws to limit the number of marijuana stores in their cities. That way Demitri Downing can still maintain a monopoly on marijuana stores. And if it passes I suspect Demitri Downing and his family will give lots of bribes, oops, I mean campaign contributions to the cities and counties where their 6 medical marijuana dispsenaries are located and get them to pass laws to keep out the competition.
